As Google steps into CPA arena, one question that immediately popped into my mind is the whole “nofollow” thing. So will they require publishers to mark all the links in the pay per action campaigns with “nofollow” attributes? What do you think about that?

You can't follow most affiliate links like LinkShare and CJ anyway. Google AdScence links are not followed.
You might be able to profit if a merchant uses both LinkShare & Google. Someone who visits your affiliate website several times may click on both brands of affiliate links and you could be paid twice for the single transaction.
